Training and Development
The Department of Human Resources and Quality implemented the 2021 Training Plan, with the purpose of promoting and strengthening the knowledge on topics of institutional interest and of managerial skills. This plan was the result of the implementation of the different government programs that require the involvement and participation of public officers from Bancomext. In addition, an analysis was carried out on the training needs for the different areas of the Institution, complying with the austerity measures issued by the Office of the President. The overall results obtained are the following:
In addition, the Institution supported three operational co-workers with the graduation expenses for bachelor’s and master’s degrees.
In 2021 all the courses were programmed on digital platforms (real-time interaction) and online (available 24/7), in order to follow the measures and actions implemented to contain the pandemic.
A total of 32 courses were offered in the Virtual Library, with the purpose of strengthening the competences of the public officers from Bancomext.
As a result of the 2020 Work Environment and Organizational Culture Survey (ECCO for its acronym in Spanish) of the Federal Public Administration, seven actions on Transformation Practices for Work Environment and Organizational Culture (PTCCO for its acronym in Spanish) were pledged, applicable throughout 2021. For said year, the Federal Public Administration gave a score of 10 to Bancomext.
As to the 2021 Work Environment and Organizational Culture Survey (ECCO) of the Federal Public Administration, Bancomext obtained a participation of 87%.
The 2021 - 2022 Biannual Plan was registered before the National Banking and Securities Commission (CNBV for its acronym in Spanish) with a total of 54 courses. In the 2021 fiscal year, a total of 51 courses were given and registered, which represents a 94.44% completion rate.
By the end of fiscal year 2021, the Institution launched the training for public officials in the “Program for Managerial Skills”. This program, which will end in the first half of fiscal year 2022, has the purpose of developing and reinforcing the competencies of personal interaction and promoting attitudes and values that make it easier for them to carry out their daily activities.

Performance Evaluation
The 2021 Performance Evaluation was carried out; the participation obtained reached 99.39 % of the institution.
Recruitment and Selection of Personnel
In 2021, the area of Recruitment and Selection registered a total of 70 new hires in the Institution, including temporary positions.
Because of the health situation we are going through, part of the recruitment continues to be carried out remotely, with remote interviews and evaluations, with the aim of adapting the process to the digital tools at hand, without interrupting its continuity.
Likewise, feedback from psychometric tests has been given to the entire newly incorporated staff, in order to relay their strengths and areas of opportunity from the very beginning of their incorporation.
By the end of December 2021, there are 43 vacant positions, which are recruited in accordance with their authorization.
In addition, the use of a new platform called Searchlook was implemented, as a support when researching candidates; it carries out searches on the candidate’s public information and generates a personal, socio-economic, work and legal multi-report, which contributes to the decision-making process.
Personnel Management
Throughout 2021, 78 terminations of employment took place.
In the Institution’s staff, there are no fee contracts.
Throughout 2021, there have been movements taking place in the structure of the institution, a modification in the names of certain areas and of six functional positions. Likewise, in December the Institution requested the register of its 2021 organic structure through the RHNet System of the Ministry of Public Administration (Secretaría de la Función Pública).
By the end of December 2021, there were nine positions in a diagram of compatibility of functions with Nacional Financiera, S.N.C. I.B.D.
Medical Service
By the end of fiscal year 2021, total expenditure of medical service amounted to 231.9 million MXN, 8 million MXN less than in 2020.
Health Emergency due to COVID-19
On January 8th, 2021, as published in the DOF (acronym in Spanish for: Official Gazette of the Federation), the previously mentioned Agreement was reformed, so that the period of application were from January 11th to April 30th 2021. On April 28th 2021, said Agreement was once again published in the DOF; in its first Article it establishes that, between May 3rd and July 30th 2021, the Administration and Finance units or the equivalent units in the APF (acronym in Spanish for: Federal Public Administration) will be able to authorize or facilitate to all public officials teleworking, alternate days with attendance at the workplace, staggered hours, use of information and communication technologies to carry out work meetings, and availability during work hours of health prevention services, sanitizing measures, etc.
All along 2021, the epidemiological warning levels in Mexico City evolved as follows:
Bancomext continued implementing the Business Continuity Plan for Pandemic Scenarios, applying all prevention and sanitizing measures (including the tracking of vaccination) to co-workers as well as to external staff and visitors, with the purpose of having safe work facilities.
Actions

- Working practices that protect at all times vulnerable staff with: teleworking and staggered hours.
- Work meetings by electronic means.
- Ongoing information campaigns for all personnel.
- Assistance and safety protocols.
- Periodic sanitizing measures applied to the facilities.
We managed to:
Contain infections, even in December, curb the peak of infected persons (Chart) and ensure continuity of operations for an extended time period.
All these measures, reinforced by the participation of the entire Bancomext community, produced the following results:
Diagnostic consultations NOM-035
In compliance with the NOM-035-STPS-2018 Mexican Official Standard, “Psychosocial risk factors in the workplace-Identification, analysis and prevention”, questionnaires were applied to co-workers to identify these risk factors.
The result drew 40 patients, who showed some type of risk between medium and high. These patients were diagnosed, and they received medical attention; and in certain specific cases they were referred to other specialties. The result drew 21 women and 19 men.
2021 Vaccination campaign against Seasonal Influenza
During the month of November 1,095 vaccine shots were applied.

Internal Communication
Committee on Ethics and Prevention of Conflicts of Interest
Throughout 2021, all the activities specified in the Control Panel for Comprehensive Evaluation of the Committees on Ethics and Prevention of Conflicts of Interest were addressed and performed in a timely and effective manner. Said activities were duly registered in the Tracking and Evaluation System of the Committees on Ethics (SSECCOE for its acronym in Spanish).
We carried out a total of:
- Five regular meetings.
- One special meeting.
- One work session, as a consequence of the special meeting.
Likewise, two Good Practices activities were performed, approved by the UEIPPCI (acronym in Spanish for: Unit on Ethics, Public Integrity and Prevention of Conflicts of Interest). These activities encouraged among the staff the adoption of the values established in the Code of Institutional Conduct and the Code of Ethics for public officials.
Conversely, the dissemination of 167 graphic materials provided by the UEIPPCI was carried out.
On the other hand, we carried out the two courses established as part of the UEIPPCI Training Program in terms of Ethics and Public Integrity, approved in the 5th regular meeting of 2020. The first course was to raise awareness and prevent discriminating conducts (“The ABCs of Equality and Non-Discrimination”) and the second one was to train the staff in terms of the Code of Conduct approved in September 2021. We registered the participation of 86% and 90% of the staff, respectively.
Gender-related Network of Links
Throughout 2021, the Institution conducted the dissemination of 18 graphic materials provided by the Unit for Gender Equality. The materials highlighted key commemorations for groups that have historically been discriminated, and they spread the range of training courses offered by the different government agencies in terms of equality and non-discrimination.
Likewise, Bancomext provided inputs that allowed the Unit for Gender Equality to give an account of the follow-up conducted by the Institution for the implementation of various gender-related actions, with the purpose of responding and matching the different National Programs on this matter (among others, PROIGUALDAD, PRONAIND and the Institutional Program of the Ministry of Finance and Public Credit).
In total, eight reports were produced throughout the year that reported actions concerning the implementation of the Protocol for Prevention, Attention and Sanctioning of Sexual Harassment and Sexual Molestation, actions to prevent the discrimination of the LGBT+ population, actions to promote the inclusion of persons with disabilities, as well as the actions that Bancomext performed to institutionalize, integrate and mainstream the gender perspective in all of its activities.
In addition to this, in October 2021 the Institution took part in the First All-day Work Session of the Gender-related Network of Links of the Ministry of Finance, with the purpose of promoting the mechanisms and the actions conducted to implement the Mexican Official Standard NOM-035-STPS-2018 on Prevention of Psychosocial Risks in the Workplace.
Recommendations from the National Commission for Human Rights
To date, the Institution has not received any recommendation.
Program for Positive Leadership and Social Responsibility
In its session on February 24th, 2021, the Governing Board of the Institution authorized continuing with the Program for Positive Leadership and Social Responsibility to strengthen competencies in Bancomext.
Based on the social distancing measures that prevent from carrying out charitable work in person, this year the program focused on obtaining key certifications that position Bancomext as an institution that is committed to its staff in terms of prevention of psychosocial risks in the workplace, as well as in terms of equality in the workplace and non-discrimination. This way, in the first half-year, the Institution achieved the certification in the NOM-035-STPS-2018: Prevention of Psychosocial Risk Factors in the Workplace, and in July it obtained the Gold Level Certification in the Mexican Standard NMX–R–025–SCFI–2015 in Equality in the Workplace and Non-Discrimination.
The Institution also continued implementing the work training program Jóvenes Construyendo el Futuro [Young People Building the Future], which included throughout the year:
12 persons aged between 18 and 29 worked in the Bank’s various areas in administrative duties.
From the persons that completed the program in 2021, two of them were hired by Bancomext. In addition, eight program graduates from previous years were incorporated to the Institution’s workforce throughout the year
